updating android sdk & “sdk manager failed to install” (retro)

Updating from v15 to v17, I just hit problem after problem with updating the sdk.

In the end the way I fixed it was:

1. run sdk manager with admin permissions

2. delete sdk v15 first, then install sdk v17
